Elected to her first term in 2007, Lori is currently serving a second term as Council Member Division B. Mrs. Manuel is a 1978 graduate of Westlake High School and attended McNeese State University. Lori is employed by John H. Carter Co., Inc., as a sales representative to area industrial refineries. She and her husband Russ have five sons and five grandchildren. They attend Trinity Baptist Church.
Lori is an active volunteer with the American Cancer Society and American Heart Association. Additional volunteer efforts include United Way, Camp Fire of SWLA, Dixie Youth Baseball along with other local and state non-profit organizations. She is an annual sponsor of the Westlake High School Band and Westlake High Operation Graduation Activities.
Mrs. Manuel has participated in and represented the City of Westlake at many local/state workshops and events. In 2008, she successfully testified before the Louisiana House of Representatives' Local & Municipal Affairs Committee on behalf of the city. Other accomplishments include: Writing and securing a DOTD Safe Route to School grant for a sidewalk on Shady Lane, and funding for traffic speed control equipment for the Westlake City Police Department. She is the author of a "Critical Infrastructure Report" for Westlake. In December 2008 she presented the report to Governor Bobby Jindal during a Westlake City Council visit to Baton Rouge. During her second term, Lori has continued her efforts to help secure funding for improvements to Westlake's infrastructure transportation needs.
Prior to being elected to the Westlake City Council, she was appointed by the Calcasieu Parish Police Jury to serve as a Board Commissioner for Ward 4 Recreation District. During her twelve year tenure as a commissioner, Mrs. Manuel was elected and served in the roles of president and vice-president for the board. She participated in the project planning phase, construction phase, and 2003 opening of the Westlake Multi-Purpose Facility located in Westlake for all residents within the Ward 4 District.
Westlake is and will always be home. Lori is committed to promoting Westlake on a state and national level and is appreciative to Westlake citizens for the opportunity to be of service to our city.
